Shown below is a listing of David's accomplishments during his first term on the Escambia School Board. David appreciates the opportunity to work with other educators to achieve projected goals for the community.
YReads Afterschool Program
Provided the district with resources to retain and recruit qualified teachers and personnel, and launched the YReads afterschool program to increase student literacy.
Community Schools Initiative
Whole School, Whole Community, Whole Child Program — Community Schools providing medical, dental, eye, social, nutrition, mental health, family engagement, mentors, and academic support through nine local partners at O.J. Semmes and Global School, with future expansion planned.
Children's Trust Funding
Directed 18 out-of-school programs through the Children's Trust to serve students in District 3 across five Community Revitalization areas, resulting in millions of dollars in funding to critical areas of our community.
Community Action Program
Directed funds to empower hard-working low-income families to become self-sustaining through childhood and adult education, housing and safety assistance through school readiness programs and the Community Action Program Committee.
School Safety
Approved funds for "hardening" schools with scanners, Guardians, and SROs — creating safer environments for every student and staff member in District 3.
Transportation & Military Support
Worked with county transportation for students in District 3 within the two-mile walking zone, and provided support for military families throughout the district.
HBCU Scholarships
Established Academic Scholarships for African American students to attend Historically Black Colleges and Universities (HBCUs), expanding pathways to higher education.
African American History Celebration
Established an African American History celebration and honorees each February at School Board Meetings, recognizing contributions to the community and education system.
Education Initiative
Launched a comprehensive Education Initiative addressing mentoring, parental involvement, absenteeism, conflict resolution, and career education.

- Highest-ranked school in Escambia County — top 100 schools in the USA
- Increased graduation rate for all students from 62% to 91%
- Increased graduation rate for African American students from 53% to 88%
- Increased student achievement: AP enrollment, GPA, Acceleration Points, Scholars Program
- Increased student engagement: ROTC, Music, NHS, Chorus, Culinary Arts, Dance, Keyboard
- Increased mentors by 50%
- Established the first Boys and Girls High School Lacrosse program in Escambia County
- Established Graduation Coach, College Prep Counselor, and At-Risk Graduation Team
- Title 1 Parent Support Group: Senior Night, Literacy Night
- Raised $14,000 for musical instruments for students
- Established the Mario Andrews Scholarship for African American Male Graduates (PHS)
- Chairperson for school 5- and 10-year accreditation through AdvancED/SACS

Future Initiatives for District 3
If re-elected, Dr. Williams is committed to the following priorities for his second term.
Middle School Expansion
Adding 6th, 7th, and 8th grades to more elementary schools to ease transitions and improve continuity.
New Sports Programs
Middle school football, girls flag football, and softball to expand student opportunities and engagement.
Career Academies with AI
Create more career academies with AI awareness to prepare students for 21st-century workforce demands.
Doctoral Cohort Program
Cohort Doctoral Degrees for ECSD teachers and administrators to invest in the people who invest in our students.
Cell Phone Policy
Implement a cell phone restriction for students to improve focus, mental health, and academic performance.
Blue Buddy Program
Strengthen student-law enforcement relationships through the Blue Buddy program to build trust and community safety.
